Admissions Process

Florida Cyber Charter Academy (FLCCA) @ Duval admits any student, who is eligible to attend a public school in Florida. Under Florida’s new controlled open enrollment law, students may enroll in FLCCA @ Duval even if the student does not reside in Duval County. FLCCA @ Duval is committed to enrolling a diverse student population, as set forth by the provisions of the Florida Educational Equity Act, Section 1000.05(2)(a), and prohibits discrimination on the basis of race, national original, gender, marital status, ethnicity, or disability. All interested students are encouraged to apply for enrollment.

Enrollment for the 2022-2023 school is open.

As provided for in Florida's Charter School Legislation, the school will give enrollment priority to the following student populations if a seat is available:

  1. Students who are currently enrolled and plan on returning for the upcoming school year

  2. Students who reside in Duval county

  3. Students who are the sibling of a student enrolled in the school

  4. Students who are the children of an employee or founding governing board member of the charter school

  5. Students who are otherwise required to be given a preference pursuant to Florida law

Once the school is at capacity, all students who apply will be placed on a waiting list in the order in which the application is received.

A lottery system is in place due to the enrollment capacities at FLCCA @ Duval. If the number of applications exceeds the number of available seats, a lottery will be held at 9143 Philips Highway, Suite 590, Jacksonville, FL 32256. Applicants do not need to be present to be included in the lottery. Current students who plan to return for the upcoming school year will be given enrollment priority; however, parents need to indicate this intent during the re-registration window to reserve a seat. If a lottery is required, all applicants who applied by the deadline will have equal opportunity in the drawing. Parents are notified in writing of their child's acceptance no later than three weeks past the acceptance period deadline and will have a specific timeline to respond to the school in writing of their intent to attend. If an accepted applicant decides not to attend the school or does not timely inform the school of their decision, the open spot will be given to the next student on the waiting list.

What is the application process?

Which grades can students apply to enter?

FLCCA @ Duval offers grades K–12. Applications for the 2022–2023 school year will continue to be accepted throughout the academic year and will be approved based on available seats.

Is proof of residence required to apply?

No. If a seat is awarded, proof of residence and other remaining enrollment documents must be submitted by the specified deadline in the lottery notification announcement you will receive. To meet that eligibility requirement, you must prove residence in the state of Florida.

What if I register my child for a seat but later decide to attend another school?

We ask that you notify us promptly if your plans change, so that we can give the seat and as much notice as possible to the next student on the waiting list.

What is the orientation process for new students?

Orientation includes completing the Introduction to Online Learning Course in the Online School. This course is designed to familiarize students and Learning Coaches with the Online School platform and other tools required to succeed in our school. Learning Coaches and students must also attend an online orientation session in the first two days after enrollment. Information provided for this session is obtained in a welcome letter that's emailed to the family.

Members of the Board

Larry E. Williams | Board Chairperson

Larry Williams has over 25 years of progressive experience in both business and government sectors including expertise in developing strategies and policies, building coalitions, government relations, legislative affairs, public relations, communications, public speaking, research, recruiting, training, finance, sales, and information technology. Larry served in the Florida House of Representatives as the Legislative Aide/Budget and Policy Director for State Representative Janet H. Adkins from 2008 to 2012 and retired from U.S. military service in November 2005. He currently has his own consulting firm specializing in consulting and lobbying services. Larry was the Gubernatorial Appointee for the Northeast Florida Regional Council Board of Directors and has served on a plethora of Government committees throughout his career.

Melissa Ley | Board Secretary and Treasurer

Melissa Ley previously served as the Board Chair on the Southwest Florida Virtual Charter School Board. She also serves as a Board Member on the Northeast Florida Virtual Charter School Board and the Central Florida Virtual School Board. She is parent and Learning Coach to children who attend FLCCA @ Duval, and a former elementary school teacher. Prior to becoming an educator, she was a corporate trainer and recruiter.


In 2012–2013, Melissa was a PTA president for the school she worked at. After deciding to leave her education position to stay home to virtually school her children, she remained a part of the PTA and was involved for the 2013–2014 school year. She and her children regularly volunteer at her former school. Melissa's children have attended both traditional and charter schools. She is a parent advocate and leader in her state for the National Coalition for Public School Options. Melissa received her Bachelor of Science in Elementary Education with an ESOL and Reading Endorsements at St. Petersburg College. She has always had a heart for education. She and her husband, Sam, live in St. Petersburg and are the parents of two daughters

Florida Cyber Charter Academy (School) welcomes your participation at the School Board meetings. The purpose for the public meeting of the Board of Directors (Board) is to conduct the affairs of the School in public. We are pleased that you are in attendance and hope that you will visit these meetings often. Your participation assures us of continuing community interest in our school. To assist you in the ease of speaking/participating in our meetings, the following guidelines are provided.

Agendas are available to all audience members upon request.

"Requests to Speak" forms are available to all audience members who wish to speak on any agenda items or under the general category of "Communications" or for conference call attendees by so signifying at the beginning of "Communications". Download the Request to Speak form [PDF].

The "Public Comment" portion is set aside for members of the audience to address items on the published agenda. Audience members may offer objective criticisms of school operations and programs, but the Board will not hear complaints about school personnel or other persons during a public session. The process for complaints involving school personnel or other persons are provided through other channels. The Board will not generally respond to remarks made in this manner during the meeting, but may issue a written response after the meeting. These presentations are limited to three (3) minutes. Extensions of time will be at the sole discretion of the Board Chair.

When addressing the Board, speakers are requested to state their name and address from the podium and adhere to the time limits set forth.

Individuals may request that a topic related to school business be placed on a future agenda by submitting a written request at least two (2) weeks or ten (10) working days in advance.
